Hi,
As long as we limit access to master rsync server for tier-1 mirrors
only and have them syncing with master at different time intervals, I
guess that would be good enough.

sorry that I missed to notify you. Indeed, we need to move the
mirroring system to another machine in order to not interfere with
other services. It needs to be a stronger machine, solely doing rsync
services, plus we maybe should look into some tiered mirroring system
to distribute the load.
