Being a former QA member for OO and for several other Open Source projects I
think that the best combination would be:

1) Totally separate forms for Bugs and Feature Requests trackers
2) Filling a Bug or FR does not require a login. Only a valid email and a
captcha. 
3) The trackers must be easy to search for those who bother
4) The form must be as explicit as possible without being technical (OOo
form was a good example of what not to do while Gnumeric's is an example to
follow)
5) A team will triage and pass information to the appropriate developer
while also providing feedback to the bug/FR submitter or getting detailsfrom
him if needed
6) The bug/FR submitter should ALWAYS be informed of the final decision and
justification

Please drop the "only registered user can post" philosophy. It will only
hurt the project.
