A moment ago, I had contact with G Data, the company that provides my
internet security product.
Testing has shown that the G Data Web Protection is what causes the delay
when downloading from the LibreOffice mirror at Supportex. And not only with
IE, but with Firefox as well (!)
When the Supportex mirror download link is whitelisted as an exception for G
Data Web Protection the download is as any other, without any delay.

The G Data person that I have spoken to was unaware of this issue being
mentioned ever before or with any other download link.
Now it's for the G Data tech guys to find out what's the cause of this
strange behavior with the Supportex mirror download links.

I will send G Data Support a link to this thread, in case that can be
helpful in any way.
And perhaps G Data contacting Supportex could also be helpful.
