Some minutes ago I enabled it to test the Supportex mirror download, to see if it made any difference. Then I disabled it and tested again (both times Vista with IE9). No difference. Both times it took about three minutes(!!) for the Internet Explorer download manager popup to appear, offering to Run/Save/Cancel the download.
