I am very interested also in this topic.
Please, if you start a new thread elsewhere, be kind enough to post the link here.

In France, a general refenrential just passed also.
It recommends the ODF for every public administrations.
But it does not make it mandatory as it is by law in England.

We should at least make some education toward our users so they would know how their office suite works exactly.

I think that also involves making very systematic tests on the MS Office suites. This involves also industrialising tests and making the results public as a consumer association would do in other domains.
And yes it involves working without money on debugging MS suites.
But this transparency serves the open standard causes in my opinion.

A common spoken langage was the deal of the 19th century for the administrations. A common "IT langage" for documents is certainly a deal for the administrations in the 21st century.
