Hi,
that's a really good idea to see what users want to be fixed most.
Even more challenging is if you can donate money for a specific issue. 

Ardour has such "Sponsored Issues" and it seems to work well: http://ardour.org/bugbounty


I would suggest to have something like this for LibreOffice also and I bet it would work. Users can 
donate for an issue they want to see fixed and the developer who does the fix gets the money (or 
donates it to LO).

Ardour also pays a full-time developer with money that gets donated from users. Since LibreOffice 
has far more users than Ardour I bet this would work too for LibreOffice. As we saw at the 
challenge for the foundation funding, users are willing to donate if they know for what the money 
will be used.
