No, they are not. There has been a 3.3.1~rc1 version in the ppa for more than a week. A 3.3.1~rc2 containing all Libreoffice changes (but missing some debian patches) is currently building.
I also would suggest making the testing and rc versions available on a ppa even if a separate one.
