I don't have any strong preferences about the detail of implementation,
I was just really looking at the outline procedure.

Yes, I agree. The list is good for general debate, it is not good for
prioritising outcomes of that debate, especially if we go beyond bug
fixing and get into things like marketing strategy, fund raising etc.
