The "Moderated" tag would let those that may reply know that they should
CC the OP. Several of the regulars on the OOo user/discuss list have
filters setup that flag messages that has "Deliver-to" = 'moderator'.
With this we know that the person has to be CCed.
And additionally this would be superfluous if the OP subscribed to the
list (at least for the time (s)he is interested in replies).
A resent message in the OOo users list ask to not have all the messages
sent to them, just those that they wanted.
