I think you should contact directly the people who were involved in such 
migrations to LibreOffice. For the migration in Schleswig-Holstein, for 
example, these are Thorsten Behrens (thb@libreoffice.org), Lothar Becker 
(lothar.becker@riess-app.de), and Susanne Mohn 
(susanne.mohn-lo@kiel-pries.de).

You can reach other people via info@documentfoundation.org, such as 
Italo Vignoli, who oversaw a transition in Italy. They can likely point 
you to other successful migrations.
