Hi Oliver,

I think you should contact directly the people who were involved in such migrations to LibreOffice. For the migration in Schleswig-Holstein, for example, these are Thorsten Behrens (thb@libreoffice.org), Lothar Becker (lothar.becker@riess-app.de), and Susanne Mohn (susanne.mohn-lo@kiel-pries.de).

You can reach other people via info@documentfoundation.org, such as Italo Vignoli, who oversaw a transition in Italy. They can likely point you to other successful migrations.

found an article from 2025 that explained how the Danish digital ministry decided to quit Microsoft 
Office and instead use LibreOffice.

We found this particulary interesting because we are approaching budget season right now in our 
district and would be very interested in learning more about how previous migrations have worked 
and what the costs usually are (though they depend a lot).
