mirmon is for mirror monitoring, the thing that redirects client is
mirrorbrain and AFAIK it supports v6-only mirrors.  However for some
reason your mirror was assigned a v4 prefix, so folks that were
unfortunate to live in that prefix were redirected there, and if they
also lacked v6 connectivity also couldn't connect.  Should be better
now.
