We have Chinese IPs blocked for over 2 years, as the number of
connections from Chinese IPs and their bandwidth usage was extreme.
I guess China needs at least two or three complete mirrors within the
country, which host most of the popular free software. I advise Chinese
members of this list to work on improving the overall status of mirrors
in China.
