That's because the mirror is assigned only to users located in Africa. This also implies that it is 
not shown in the mirror list for clients not from Africa (like you). Users in Africa will see it in 
the list they get. (They'll see it at the top of the list together with some German mirrors that 
are also configured to serve that region.)

Note: The mirror isn't fully complete at this time; it has 3.3.2 (Linux) deb packages, but not RPM
