My suggestion would be to alternate between Europe/Non-European cities

So every even years, it would be non-Europe, and every odd years it would
be Europe.
Europe is where the large majority of the user base, so it makes sense.

Montreal is very much interested in being the host in 2014, and I hope
the call for locations will be soon :)
