A formal request from a mailing-list?
If you wait that people who prefer to contribute via forums to subscribe to
mailing-lists to ask to contribute via forums, you’ll probably wait a long
time, especially if those people will receive massive reactions like: No, we
prefer mailing-lists, forums are for (stupid) users, btw who are you? have
you done something yet? mailing-lists are so cool, etc.
Opening sections for contributions may attract new contributors or not, but
this strategy from mailing-list to stifle forums is not very constructive.
