messaging concerning such QA related news, because it's not easy to be
up to date with all those scattered innovations.

The most simple
solution would be a Bug report only for such news, I would add all QA
interested users I know to CC, and from then everyone can decide whether
he wants to get such news or whether he wants to remove his name from CC
(or to join CC, of course). Other possibilities would be Twitter, a
blog, a new low traffic mailing list. What do you think?
For me something, that delivers it to my email account is fine. I don't
like thinks, where I have to fetch it myself. So a bug report would be
good and perhaps a note here with a [QA] tag in the subject.
