Ah, I just edited it! Sorry if that makes things more difficult. Feel free
to delete anything you don't like!

Mainly I have drawn a distinction between company partner certification ie
LibO certified partner  and qualifications type certification for
individuals. I think the word certification is a bit of a catch all and can
mean different things to different people.

Also highlighted the need for transparent assessment criteria for either
type so that it is clear what standards are required for acceptance.
Objectivity in this respect has to be seen to be in place otherwise there
will be accusations of favouritism. Those criteria will need careful thought
in whatever aspect they cover.
