You can choose the way the picture is anchored, when you use the suiting

I would not like to make "as character" the default, but I would like,
that the dialog remembers the last setting.
The real problem is, that anchoring to character while inserting is
broken in the actual versions. It inserts the graphic not at cursor
position but at the end of the document. So this must be fixed before
all other changes.
