There is no decision-making entity that allocates hordes of programmers
towards features who are voted up by some people. The TDF had a
staggering income of around 2000$ and costs of 3000$ so far. So I
wouldn't count on someone else implement proposals unless you
convince contributing individuals or organizations to do that.
