Hi Edmund,

No, the OASIS ODF technical committee (which standardised ODF - it’s not TDF) has now frozen the functional content of ODF 1.3. You would be welcome to join OASIS and contribute to the ODF 1.4 specification though, work will commence on that once ODF 1.3 completes the process.

  * zooming presentation for Impress (like newest MS PowerPoint and
    Prezi have)

That does not even need ODF 1.3, the needed elements are already contained in ODF v1.2. You "only" need a developer to implement such feature.

In general, the way to get a new feature into the standard is, to first implement it an application in a way, that extends the existing version of the standard, and then write a proposal to OASIS. Bit of hijack, as I'm not sure where to post this anyway.. but related to this in the sense of talking about ODF 1.4. I would really love to see a speedup on the ODS front: https://bugs.documentfoundation.org/show_bug.cgi?id=97177#c4. It's rather attractive to use XLS/XLSX, because it's substantial faster to open/parse.
